According to the new draft law, drivers will be fined 17 thousand hryvnias for driving motor vehicles through the nature reserve, and officials who allowed it - 25 thousand.

In Ukraine, administrative liability for violations in the territories and objects of the nature reserve fund will be significantly strengthened. According to the provisions of draft law No. 11309, approved by the Verkhovna Rada in the first reading, fines may increase 50 times.

"Without updating the fine policy, there are risks that potential offenders will be able to ignore the new rules, because today the fine for citizens ranges from 153 to 408 hryvnias, and for officials - from 255 to 510 hryvnias. Such amounts do not perform a preventive function," explained the Minister of Environmental Protection and Natural Resources of Ukraine Svitlana Hrynchuk.

The new document provides for significantly higher fines. For individuals, they will range from 8,500 to 17,000 hryvnias. For officials, they will range from 17,000 to 25,500 hryvnias.

Thus, the deputies plan to combat jeeping in the territories of nature reserves and national parks, which causes significant damage to nature.

"The draft law takes into account new environmental restrictions provided for by Law No. 4188-IX, which prohibits the passage of mechanical vehicles in the protected area. Its adoption is a consistent step towards implementing the law on a strict ban on jeeping in the territories of the nature reserve fund," the press service of the Ministry of Environmental Protection and Natural Resources of Ukraine reported.

The ministry recalled that Law No. 4188-IX on ensuring the preservation of territories and objects of the nature reserve fund significantly limited the possibility of moving by vehicles in protected areas.

В Україні значно посилять адміністративну відповідальність за правопорушення на територіях та об'єктах природно-заповідного фонду. Згідно з положеннями законопроєкту № 11309, ухваленого Верховною Радою в першому читанні, штрафи можуть зрости у 50 разів.

"Без оновлення політики штрафів є ризики, що потенційні правопорушники зможуть ігнорувати нові правила, адже сьогодні розмір штрафу для громадян становить від 153 до 408 гривень, а для посадових осіб – від 255 до 510 гривень. Такі суми не виконують превентивну функцію", – пояснила міністерка захисту довкілля та природних ресурсів України Світлана Гринчук.

В новому документі передбачені значно вищі штрафи. Для фізичних осіб вони становитимуть від 8,5 тисячі до 17 тисяч гривень. Для посадових осіб – від 17 тисяч до 25,5 тисячі гривень.

Таким чином депутати планують боротися з джипінгом на території заповідників і національних парків, що завдає значної шкоди природі.

"Законопроект враховує нові екологічні обмеження, передбачені законом №4188-IX, що забороняє проїзд механічних транспортних засобів на заповідній території. Його прийняття – послідовний крок для реалізації закону про сувору заборону джипінгу на територіях природно-заповідного фонду", – повідомила пресслужба Міністерства захисту довкілля та природних ресурсів України.

В міністерстві нагадали, що закон №4188-IX про забезпечення збереження територій та об’єктів природно-заповідного фонду суттєво обмежив можливість пересування транспортними засобами на заповідних територіях.
