The architectural complex with a 16-story building and the adjacent "Flying Saucer" was built in 1971 according to the design of architects Florian Yuriev and Lev Novikov. Currently, the high-rise part of the building houses the Ukrainian Institute of Scientific and Technical Expertise and Information.

According to the architect's plan, the round part of the building was supposed to house a light-colored theater. Instead, it was used as a film lecture hall of the State Scientific and Technical Library of Ukraine. The hall has unique acoustics, which allows you to hear the entire frequency range of the human voice and musical instruments.

Since 2020, the Kyiv "Flying Saucer" has been included in the register of monuments of architecture and monumental art. Its restoration and reconstruction of adjacent buildings as part of the Ocean Mall shopping and entertainment complex are underway. According to the project, the building will be transformed into a modern public space, where there will be a concert hall, STEAM laboratories and the "Rodovid" museum with an exhibition of works by Florian Yuriev.
